You may need to restart the game.If you have made any modifications, you'll see san andreas is better to modify than vice city. Anyway, that is a problem with vice city.
If you can find all 100 of the hidden packages yourself without any help, then we take our hat off to you as it takes hours and hours of searching and lateral thinking.
